1. How Telangana Is Governed

Telangana follows the same constitutional structure as other Indian states, with some features of its own, such as a Legislative Council and a separate High Court since 2019. This lesson covers the state government, legislature, judiciary and local bodies. Names of office-holders are correct as of October 2026.

Executive

  • The Governor is the constitutional head of the state. Shiv Pratap Shukla took oath as Governor of Telangana on 11 March 2026, succeeding Jishnu Dev Varma.
  • The first Governor of Telangana was E. S. L. Narasimhan (2014 to 2019). Tamilisai Soundararajan served from 2019 to 2024, and Jishnu Dev Varma from July 2024 to March 2026.
  • The Chief Minister heads the Council of Ministers. A. Revanth Reddy has been Chief Minister since 7 December 2023. The first Chief Minister was K. Chandrashekar Rao (2014 to 2023).
  • Mallu Bhatti Vikramarka is the Deputy Chief Minister and holds the finance portfolio.
  • The state secretariat in Hyderabad is named the Dr. B. R. Ambedkar Telangana State Secretariat. It was opened in 2023.

Legislature and judiciary

  • Telangana has a bicameral legislature. The Legislative Assembly has 119 elected seats and the Legislative Council has 40 seats.
  • Telangana elects 17 members to the Lok Sabha and 7 members to the Rajya Sabha.
  • The High Court for the State of Telangana sits in Hyderabad. It became a separate High Court on 1 January 2019; before that, one High Court served both Telangana and Andhra Pradesh.
  • The last Assembly election was held in November 2023. The Assembly's normal term is five years.

Districts and local bodies

  • Each of the 33 districts is headed by a District Collector. Districts are divided into revenue divisions (under a Revenue Divisional Officer) and mandals (under a Tahsildar).
  • Rural local bodies work under the Telangana Panchayat Raj Act, 2018, in three tiers: gram panchayat (village), mandal parishad (mandal) and zilla parishad (district).
  • Members elected to mandal parishads are called MPTCs and those elected to zilla parishads are called ZPTCs.
  • Towns and cities are governed under the Telangana Municipalities Act, 2019 and municipal corporation laws. The Greater Hyderabad Municipal Corporation (GHMC) is the largest urban body.
  • Gram panchayat elections were held in three phases in December 2025 (11, 14 and 17 December), conducted by the Telangana State Election Commission.

2. Major Telangana Welfare Schemes (2026)

Welfare schemes are a favourite exam topic. This lesson lists the main schemes run by the Telangana government in 2026 and what each one gives. It also mentions some earlier schemes as history, because older question papers ask about them.

The 'six guarantees' schemes

  • Mahalakshmi: free travel for women and girls in state-run TGSRTC buses (from December 2023) and a cooking gas cylinder at Rs 500 for eligible families.
  • Gruha Jyothi: free electricity up to 200 units a month for eligible households.
  • Rythu Bharosa: investment support of Rs 12,000 per acre per year for farmers, paid in two seasons. It was launched on 26 January 2025.
  • Indiramma Atmiya Bharosa: Rs 12,000 a year for landless agricultural labour families, also launched on 26 January 2025.
  • Indiramma Indlu (housing): Rs 5 lakh assistance to eligible homeless families to build a house.
  • Cheyutha: social security pensions for the elderly, widows, persons with disabilities and other groups. The 2026-27 budget provided for two lakh new pensions.

Other current schemes

  • Rajiv Aarogyasri: health insurance for poor families; the cover was raised to Rs 10 lakh per family per year in December 2023.
  • New ration cards were issued from January 2025, and fine rice (sanna biyyam) is supplied through ration shops.
  • Indiramma Family Life Insurance: announced in the 2026-27 budget, with Rs 5 lakh life cover per family, starting June 2026.
  • Education: Young India Integrated Residential Schools (planned one per Assembly constituency), Young India Skills University, and a breakfast scheme for students announced in the 2026-27 budget.
  • Kalyana Lakshmi and Shaadi Mubarak give marriage assistance to eligible families.

Earlier schemes (history)

  • Rythu Bandhu (2018) gave investment support to farmers per acre. It was replaced by Rythu Bharosa.
  • Mission Kakatiya (2015) aimed to restore old village tanks, named after the Kakatiya tank-building tradition.
  • Mission Bhagiratha aimed to supply safe drinking water by pipeline to every household.
  • Telangana Ku Haritha Haram (2015) was a large tree-planting programme. Dalit Bandhu (2021) gave grants to Scheduled Caste families to start businesses.
