1. GSSC, GPSC and the Goa Recruitment Exam Pattern

Most Goa government jobs at the clerk, assistant, multi-tasking staff and technician level (Group C posts) are now filled by the Goa Staff Selection Commission (GSSC). Higher posts are filled by the Goa Public Service Commission (GPSC). This lesson explains both bodies and the computer-based test (CBT) pattern used in recent GSSC notifications (2024 to 2026). Patterns change from post to post, so always read the notification for your post.

The two recruiting bodies

  • GSSC was set up under the Goa Staff Selection Commission Act, 2019. The Act has since been amended (for example, by an amendment Act of 2024).
  • GSSC recruits for Group C posts in Goa government departments. It is headed by a Chairperson with members. Its official website is gssc.goa.gov.in, where applications are made online.
  • The Goa Public Service Commission was set up under Article 315 of the Constitution with effect from 30 May 1988 (notification of 26 May 1988), one year after Goa became a state. Before that, the UPSC handled Goa's gazetted Group A and B posts.
  • GPSC recruits for higher (gazetted) posts and advises the government on service matters. Its official website is gpsc.goa.gov.in.

The GSSC computer-based test (CBT)

  • All GSSC exams are computer-based tests. Many posts have two tiers: CBT-I for screening and shortlisting, then CBT-II for the final merit list. Some posts have a single CBT.
  • A common CBT-I in 2025 schemes (for example, Advertisements No. 2 and 3 of 2025): 60 marks in 75 minutes, with English Language and Comprehension 20, Numerical Ability 15, Reasoning 15 and Konkani Language 10. Other posts use different splits.
  • In Advertisement No. 3 of 2025, CBT-II for general posts such as Talathi, Aval Karkun and Village Panchayat Secretary was 80 marks in 100 minutes: English 20, Numerical Ability 10, Reasoning 10, History of Goa 20 and Data Interpretation 20. Not every advertisement includes History of Goa.
  • Single-tier posts (such as many teacher posts) usually have one 80-mark CBT of 100 minutes with a subject-specific section. Clerical posts may also have a qualifying typing or computer skill test; the details are given in each notification.
  • Recent GSSC schemes say clearly that there is no negative marking in the CBT.
  • Minimum qualifying marks in the CBT (2025-26 schemes): 45% for unreserved, 40% for OBC and PwD, and 35% for SC and ST candidates. In a tie, the candidate born earlier is ranked higher.

Konkani and other eligibility rules

  • Recruitment rules for Goa government posts such as LDC and MTS list 'Knowledge of Konkani' as an essential qualification. 'Knowledge of Marathi' is usually listed as desirable.
  • In recent schemes, the Konkani questions come within the first 10 questions. A candidate must score at least 4 out of 10 in Konkani; otherwise the candidate is not considered for merit, whatever the total score. (Where Konkani carries more marks, such as 20 for Konkani-medium teachers, the minimum is 40% of it.)
  • Candidates must usually produce a valid 15-year residence certificate issued by a competent authority in Goa, and registration with the Goa Employment Exchange.
  • Many recent Goa notifications set an upper age limit of 45 years, with relaxation for SC/ST, OBC, persons with disabilities and other categories as per government rules. Check your notification.
  • Educational qualifications differ by post: lower posts usually ask for SSC (Class 10), clerical posts for Higher Secondary (Class 12) or more, often with a computer course. Some posts also need experience.

Konkani minimum
4 out of 10 marks, compulsory for merit
Negative marking
Not applicable in GSSC CBTs (recent notifications)
Qualifying marks
UR 45%, OBC/PwD 40%, SC/ST 35%

💡 Do not ignore the 10 Konkani marks. Scoring less than 4 in Konkani can cancel your whole result, even with a high total score.

2. Preparation Plan and How This Course Maps to the Syllabus

GSSC exams have no negative marking, so every question should be attempted. Marks are decided by English, numerical ability, reasoning, Konkani and, for many posts, Goa history and general knowledge. This lesson shows where each area is covered and how to plan your study.

Where each area is covered

  • Goa history, freedom movement and culture (a 20-mark 'History of Goa' section in CBT-II for several general posts in Advertisement No. 3 of 2025): Module 2 of this course.
  • Goa geography and economy (asked for posts like Forest Guard and Round Forester as 'General Geography of Goa'): Module 3.
  • Goa administration, schemes and current affairs: Module 4. Konkani and Marathi basics: Module 5.
  • English, numerical ability, reasoning and data interpretation: use the free aptitude, reasoning and English courses in this series.
  • Indian history, the Constitution, national economy and current affairs: use the free General Knowledge and Current Affairs courses.

Exam-day technique for a CBT

  • Since there is no negative marking, never leave a question unanswered. If you are unsure, remove wrong options and make your best guess.
  • Answer the Konkani questions carefully first, because they decide whether your result counts at all.
  • Use the 'mark for review' button for doubtful questions and return to them before time ends.
  • Watch the on-screen timer. In a 60-mark, 75-minute paper you have about 75 seconds per question.
  • Persons with eligible disabilities get compensatory time as stated in the notification (for example, 25 minutes for a 60-mark CBT and 35 minutes for an 80-mark CBT in Advertisement No. 2 of 2025; other schemes give 20 minutes).

A 6-week study plan

  • Week 1: download your notification, note the CBT-I and CBT-II subjects, and finish this module.
  • Weeks 2 and 3: Goa history, culture, geography and economy (Modules 2 and 3). Make one-page date sheets.
  • Week 4: Goa administration, schemes and current affairs (Module 4), plus Konkani and Marathi basics (Module 5).
  • Weeks 5 and 6: daily practice of English, numerical ability and reasoning, plus timed mock CBTs. Revise the quick-facts tables twice.

💡 Practise on a computer, not only on paper. Using a mouse, the review button and the timer comfortably saves time in a real CBT.
