1. Districts, Talukas and Rivers

Goa is India's smallest state by area, but it has a varied landscape of coast, river valleys and hills. An important recent change: Goa got a third district, Kushavati, at the end of 2025. Older books show only two districts.

Area, population and districts

  • Area: about 3,702 sq km, the smallest of all Indian states. Population (Census 2011): about 14.59 lakh, with a sex ratio of 973 and literacy of about 88.7%.
  • Capital: Panaji (Panjim). Other major towns include Margao, Vasco da Gama, Mapusa and Ponda.
  • Until 2025 Goa had two districts: North Goa (headquarters Panaji) and South Goa (headquarters Margao).
  • On 31 December 2025 the government notified a third district, Kushavati, carved out of South Goa, with headquarters at Quepem (South Goa offices handle its work on an interim basis). It is named after the Kushavati river.
  • Goa has 12 talukas. North Goa: Pernem, Bardez, Bicholim, Sattari, Tiswadi. South Goa: Ponda, Salcete, Mormugao. Kushavati: Quepem, Sanguem, Dharbandora, Canacona.
  • Ponda taluka was moved from North Goa to South Goa in January 2015. Dharbandora is the newest taluka; it came into existence on 4 April 2011, mostly from villages of Sanguem taluka.

Boundaries

  • North: Maharashtra (Sindhudurg district), with the Terekhol river forming part of the border.
  • East and south: Karnataka (Belagavi and Uttara Kannada districts).
  • West: the Arabian Sea.
  • Goa shares borders with only two states: Maharashtra and Karnataka.

Rivers

  • The Mandovi (also called Mahadayi or Mhadei) rises in Karnataka and flows past Panaji to the sea. It is often called the lifeline of Goa.
  • The Zuari flows into the sea near Mormugao and forms a large estuary with the Mandovi. The Cumbarjua canal links the two rivers.
  • The Terekhol (Tiracol) river is in the far north on the Maharashtra border; the Chapora river flows between Pernem and Bardez.
  • The Sal river flows through Salcete and reaches the sea near Mobor and Betul in the south of Salcete. Talpona and Galgibag rivers are in Canacona in the south.
  • Goa and Karnataka have a long-standing dispute over the Mhadei waters. The Mahadayi Water Disputes Tribunal gave its award in 2018; related issues are still being argued before the Supreme Court.

2. Western Ghats, Protected Areas, Climate and Coast

The eastern part of Goa lies in the Western Ghats (called the Sahyadri), one of the world's biodiversity hotspots. Much of this forest is protected as wildlife sanctuaries. This lesson covers the hills, waterfalls, sanctuaries, climate and coastline.

Physical divisions and waterfalls

  • Goa has three broad belts: the coastal plain in the west, the middle plateau and valleys, and the Western Ghats hills in the east.
  • Dudhsagar Falls, one of India's tallest waterfalls, is on the Mandovi river on the Goa-Karnataka border, inside the Bhagwan Mahavir Wildlife Sanctuary. The name means 'sea of milk'.
  • The railway line from Goa to Karnataka passes right beside Dudhsagar Falls.
  • Harvalem Falls near Sanquelim (Bicholim taluka) is another well-known waterfall, close to the ancient Harvalem caves.

Wildlife sanctuaries and national park

  • Bhagwan Mahavir Wildlife Sanctuary and Mollem National Park (Sanguem/Dharbandora area) is the largest protected area of Goa.
  • Other sanctuaries: Mhadei (Sattari), Netravali (Sanguem), Cotigao (Canacona), Bondla (Ponda, with a mini zoo and botanical garden) and the Dr. Salim Ali Bird Sanctuary on Chorao island (mangroves).
  • Projects through Mollem (road widening, railway double-tracking and a power line) have been debated, with environmental groups raising objections and the government stating development needs.
  • State symbols: the Gaur (Indian bison) is the state animal and the Flame-throated (Ruby-throated) Bulbul is the state bird.

Climate and coastline

  • Goa has a tropical monsoon climate: hot and humid, with heavy rain from June to September from the south-west monsoon.
  • Average annual rainfall is high, roughly 3,000 mm or more in most years.
  • The coastline is about 105 km long (official figures vary slightly), with famous beaches such as Calangute, Baga, Anjuna, Colva and Palolem.
  • Mangroves line the estuaries of the Mandovi, Zuari and other rivers, and the khazan lands are traditional reclaimed fields protected by bunds and sluice gates.

3. The Goa Economy

Goa is a small state with a high income per person. Its economy rests on tourism, mining, manufacturing (such as pharmaceuticals), port activity and fishing. Figures here come mainly from PRS Legislative Research's analysis of the Goa Budget 2026-27.

Income and size

  • Goa's per capita GSDP for 2024-25 (current prices) was about Rs 7.09 lakh, roughly three times India's per capita GDP (about Rs 2.35 lakh).
  • Goa and Sikkim have the highest per capita incomes among Indian states.
  • Goa's GSDP for 2026-27 is estimated at about Rs 1.31 lakh crore (current prices). Growth in 2024-25 was estimated at about 12% (constant prices).
  • Industry, including pharmaceuticals and manufacturing in estates such as Verna, has a large share of the economy, along with tourism and other services.

Tourism, mining and the port

  • Tourism is a major source of jobs and income, built on beaches, heritage, festivals and events such as the International Film Festival of India (IFFI), held in Goa every year since 2004.
  • Iron ore mining was halted in 2012 after the Justice M. B. Shah Commission reported illegal mining. The Supreme Court allowed it to resume in 2014 with limits.
  • In February 2018 the Supreme Court quashed the second renewals of 88 mining leases, and mining stopped from March 2018. It ordered that new leases be given by auction.
  • After e-auctions of mineral blocks, Vedanta (Sesa Goa) restarted mining at the Bicholim Mineral Block in April 2024, the first auctioned mine to operate after more than six years.
  • Mormugao Port at Vasco da Gama is a major port of India and has long been the main outlet for Goa's iron ore exports.

Fishing, farming, feni and the new airport

  • Fishing is a traditional livelihood. Fish such as mackerel, sardine and kingfish are central to Goan food.
  • Main crops include rice (paddy), cashew, coconut and arecanut. Khazan lands are used for rice and fish farming.
  • Goa feni, made from cashew apples (and also from coconut toddy), received a Geographical Indication (GI) tag in 2009.
  • The Manohar International Airport at Mopa (Pernem taluka) was inaugurated by Prime Minister Narendra Modi on 11 December 2022 and began commercial flights on 5 January 2023. It is named after former Chief Minister Manohar Parrikar.
  • Goa's older airport, at Dabolim near Vasco, is a civil enclave of the Navy's INS Hansa base and continues to operate.
