1. How the Goa Government Works
Goa has a single-House legislature, two Lok Sabha seats and one Rajya Sabha seat. Its High Court cases are heard by a bench of the Bombay High Court. This lesson covers the structure of government and local bodies.
Executive and legislature
- The Governor is the constitutional head. Pusapati Ashok Gajapathi Raju has been Governor of Goa since 26 July 2025, succeeding P. S. Sreedharan Pillai.
- The Governor's residence at Dona Paula, earlier called Raj Bhavan, was renamed Lok Bhavan in December 2025.
- The Chief Minister is Dr. Pramod Sawant, in office since 19 March 2019 and sworn in for a second term in March 2022.
- The Goa Legislative Assembly has 40 members and is unicameral (one House). The Assembly complex is at Porvorim.
- Goa sends 2 members to the Lok Sabha (North Goa and South Goa) and 1 member to the Rajya Sabha.
- Dayanand Bandodkar was the first Chief Minister of the Union Territory (1963), and Pratapsingh Rane was the first Chief Minister after statehood in 1987.
Judiciary and key laws
- Goa does not have its own High Court. The Bombay High Court has a bench at Goa (at Porvorim) that hears Goa's cases.
- Goa follows a Uniform Civil Code for family matters, based on the Portuguese Civil Code of 1867, which continued after liberation.
- The Goa, Daman and Diu Mining Concessions (Abolition and Declaration as Mining Leases) Act, 1987 turned the Portuguese-era mining concessions into mining leases under Indian law.
- The Goa, Daman and Diu Official Language Act, 1987 made Konkani the official language; Marathi may also be used for official purposes.
Local bodies
- Panchayats are governed by the Goa Panchayat Raj Act, 1994. Goa has a two-tier system: Village Panchayats and Zilla Panchayats.
- There are two Zilla Panchayats, North Goa and South Goa. Zilla Panchayat elections were held on 20 December 2025.
- The Corporation of the City of Panaji (CCP) is Goa's only municipal corporation. Other towns such as Margao, Mapusa and Mormugao have municipal councils.
