1. PDO: Role, Eligibility and Exam Pattern

The Panchayat Development Officer (PDO) is the chief officer of a Gram Panchayat in Karnataka. The post comes under the Rural Development and Panchayat Raj (RDPR) Department. The latest major recruitment was notified by KPSC in 2024. Earlier PDO recruitment was handled by KEA with a different pattern. So check which body has issued the notification for your cycle. This lesson explains the pattern used in the 2024 KPSC recruitment.

The job and who can apply (broad picture)

  • A PDO runs the day-to-day work of the Gram Panchayat: records, accounts, tax collection, schemes such as MGNREGA, and meetings of the Gram Sabha.
  • The qualification is a bachelor's degree from a recognised university. Check the notification for any extra conditions such as computer literacy.
  • The minimum age is 18. The upper limit depends on category, with relaxation for reserved categories as per government rules.
  • Posts are split into Residual Parent Cadre and Kalyana Karnataka cadre (Article 371J).

Stage 1: Compulsory Kannada Language Test

  • Candidates who did not study Kannada as a language in SSLC (or equivalent) must pass a Kannada Language Test.
  • It has been of 150 marks with a pass mark of 50, and it is qualifying only.
  • Candidates who studied Kannada as a first or second language, or passed an approved Kannada test, are generally exempt.

Stage 2: Written papers (2024 KPSC pattern)

  • Paper 1, General Knowledge: 100 questions, 100 marks, 90 minutes.
  • Paper 1 includes rural development, Panchayat Raj institutions and rural co-operatives, along with current affairs, history, geography, the Constitution, Karnataka economy, science and mental ability.
  • Paper 2: General Kannada 35, General English 35 and Computer Knowledge 30: 100 questions, 100 marks, 2 hours.
  • Both papers are objective on OMR. One quarter (0.25) mark is deducted for each wrong answer.
  • Note: older KEA-conducted PDO exams had a separate paper on rural development and Panchayat Raj. In the 2024 KPSC pattern there was no separate specific paper; these topics were part of Paper 1. Follow your own notification.

Official information

  • KPSC: kpsc.kar.nic.in. If a future recruitment is conducted by KEA: kea.kar.nic.in and cetonline.karnataka.gov.in/kea.
  • The RDPR Department website (rdpr.karnataka.gov.in) is useful for learning about Gram Panchayat schemes and rules.
  • Answer keys and results are published by the conducting body. Use only official websites.

2. PDO: Study Plan and Exam Technique

The PDO exam rewards candidates who understand rural Karnataka: how Gram Panchayats work, the main rural schemes and the state's economy. General knowledge, language and computer skills complete the picture. This lesson gives a plan and maps the course modules to the syllabus.

How the course modules map to the syllabus

  • Panchayat Raj and administration: State and Territorial Administration and Panchayat Raj, and How India Is Governed (73rd Amendment).
  • Rural development and economy: Karnataka Economy, Rural Development and Co-operatives.
  • In-depth coverage of the rural development and Panchayat Raj part of Paper 1: PDO Specific Paper: Panchayat Raj in Depth, and PDO Specific Paper: Rural Development Programmes. (The 2024 pattern had no separate specific paper; these modules go deeper into Paper 1 topics.)
  • History, Constitution, geography and science: the history modules, The Constitution of India, Geography of India and Karnataka, General Science, and Environment and Ecology.
  • Current affairs: Karnataka Current Affairs and the Current Affairs 2025 and 2026 courses, with special attention to rural schemes.
  • Paper 2: General Kannada, General English and Computer Knowledge modules; the Compulsory Kannada Language Test module if it applies to you.

An 8-week plan

  • Week 1: read the notification and this module, and attempt a previous PDO paper.
  • Weeks 2 and 3: Panchayat Raj, the 73rd Amendment, Gram Sabha, panchayat finances and rural schemes such as MGNREGA and housing schemes.
  • Weeks 4 and 5: history, Constitution, geography, science and Karnataka economy.
  • Week 6: computer knowledge (MS Office, internet, e-governance) and daily Kannada and English grammar.
  • Weeks 7 and 8: timed mock tests for both papers and revision of weak areas.

Exam-hall technique

  • Paper 1: 90 minutes for 100 questions. Answer sure questions first, then return to the doubtful ones.
  • Paper 2: 2 hours for 100 questions. Computer questions are often quick facts; use the saved time for comprehension.
  • With 0.25 negative marking, avoid blind guessing; answer when you can rule out at least one or two options.
  • Check OMR details (register number, booklet series) before you start answering.
